Rosemary Hayes concentrates her practice in the area of construction and has represented owners, designers, general contractors, sureties and subcontractors in various construction issues. Ms. Hayes has extensive experience in contractor licensing, administrative law and debarment as well as in complex construction litigation and arbitration and appellate work. She obtained her undergraduate degree in finance from Eckerd College and her law degree from Stetson University. She is a member of the Orange County Bar Association, The Florida Bar, the Associated Builders and Contractors, Inc., the Associated General Contractors of Central Florida, Inc. and the National Association of Women in Construction. Ms. Hayes is admitted to practice before all courts of the state of Florida, the United States District Court for the Middle, Southern and Northern Districts of Florida and the Eleventh Circuit Court of Appeals. She is a frequent speaker and author on matters of interest to the construction industry. She is author of Discouraging Unlicensed Contracting Can Hurt The Licensed and You Say You Want An Evolution? Pay-When-Paid Clauses Undergo Change, both published by the Orlando Business Journal and Understanding Government Debarment Proceedings, published by the Associated General Contractors. She recently authored Safeguarding The Professional's Right To Due Process Before The Department Of Business And Professional Regulation. Ms. Hayes was chosen as one of the Orlando Business Journal's Top Five Women Construction Lawyers in the Central Florida area in 1998 and was recipient of the Orlando Business Journal's 1999 Top 40 Under 40 Award.
