ROSEMARY HAYES

Rosemary Hayes Board Certificate The law firm’s principals are lawyers exclusively engaged in construction and commercial case matters. Rosemary Hayes has been assisting clients in construction matters for 25-years. Ms. Hayes has represented business owners, developers, contractors, subcontractors, sureties and acted as insurance defense counsel. During her years at Orlando’s oldest law firm, Maguire, Voorhis & Wells, PA, Ms. Hayes handled numerous licensing matters and has continued her work in this area. She has been responsible for more than 75-appeals in all of the state district courts, the Supreme Court of Florida, and the First, Fourth and Eleventh Federal Circuits. Ms. Hayes has been responsible for a broad spectrum of administrative proceedings. She regularly handles complex commercial and construction issues, impact, delay and change order claims and has extensive experience in successful negotiation and litigation of commercial and construction-related insurance claims.

Rosemary Hayes obtained her undergraduate degree in finance from Eckerd College and her law degree from Stetson University. She is a member of the Associated General Contractors of Central Florida, Inc., American Builders and Contractors Association, American Concrete Institute, the Orange County Bar Association and The Florida Bar. Ms. Hayes served as a volunteer member of the City of Orlando Code Enforcement Board and volunteer counsel to The Mustard Seed of Central Florida, Inc.

Ms. Hayes is admitted to practice before all courts of the state of Florida, the United States District Court for the Middle, Southern and Northern Districts of Florida and the First, Fourth and Eleventh Circuit Court of Appeals. She has been responsible for more than 75-appeals to state and federal courts and is a frequent speaker and author on matters of interest to the construction industry. She is author of several articles including Discouraging Unlicensed Contracting Can Hurt Licensed, You Say You Want an Evolution and Pay-When-Paid Clauses Undergo Change, published by the Orlando Business Journal. Ms. Hayes also wrote an article entitled Understanding Government Debarment Proceedings, published by the Associated General Contractors.

Ms. Hayes was chosen as one of the Orlando Business Journal’s Top Five Women Construction Lawyers and was recipient of the Orlando Business Journal’s Top 40 Under 40 Award. In 2006, she was named to the Orlando Business Journal’s “Best of the Bar” in the area of construction law and in 2010 she obtained Board Certification from The Florida Bar in the area of Appellate Law.

TINA CARABALLO

Tina Caraballo Board Certificate Tina Caraballo has represented a broad base of owners, developers, contractors, sureties, subcontractors and suppliers and other commercial business clients. She regularly handles construction lien and payment bond matters, in addition to contract review and negotiation. Tina Caraballo is a member of the Associated General Contractors of Central Florida, Inc., Associated Builders and Contractors, National Association of Women in Construction, The Florida Bar and American Bar Association. In addition to the state courts of Florida, she is admitted to practice in the Eleventh Circuit Court of Appeals and the Northern, Middle and Southern Divisions of the United States District Court of Florida.

Ms. Caraballo has presented seminars to other professionals and industry groups on issues related to construction litigation. She authored “Think you Know a Prevailing Party? Not so Fast My Friend,” “Payment Remedies in Bankruptcy, Yes There are Some,” and “Make Sure You Get Paid,” which were published in various magazines.

In 2009, Ms. Caraballo obtained her Board Certification from The Florida Bar in the field of Construction Law. She is a graduate of the University of Florida College of Law and also obtained her undergraduate degree in finance from the University of Florida. Ms. Caraballo is a veteran, having served in the United States Army before law school.
